Section 228 of the Communications Act
of 1934, as amended, establishes federal requirements governing
common carriers' billing and collection for interstate pay-per-call
and other information services. These statutory requirements are
codified - often virtually verbatim - in Part 64 of the
Commission's rules, 47 CFR Part 64.
The collection is necessary to
implement the requirements of 47 U.S.C. 228. Due to the combining
of all three Pay-Per-Call information collections into (this) one,
previous burden estimates are expected to increase and have been
recalculated: (a) The total number of respondents will increase
from 3,750 to 5,125 respondents; (b) The total number of responses
will increase from 3,750 to 5,175 responses annually and (c) The
total annual hourly burden will increase from 10,500 hours to
47,750 hours to comply with the disclosure requirements contained
in 47 CFR §§ 64.1504, 64.1509, and 64.1510 of the Commissions
rules. These increases are program changes to this collection due
to the Commission removing the burden hours and requirements from
collections 3060-0749 and 3060-0752 and consolidating them into
this collection (3060-0748). There are no adjustments to this
collection.
