This collection
is cleared with the following terms of clearance based on the
revised materials provided by the agency. OMB appreciates NASA is
conducting a small scale pre-/post- evaluation as it pilots a
revised education program. However, such evaluation is not of the
rigor that would allow for a meaningful determination of program
effect. When the education program is implemented full scale, OMB
expects to see a more rigorous evaluation design, most notably one
which makes use of a counterfactual. In addition, OMB encourages
NASA to work through established bodies, such as the National
Science and Technology Committee, to identify common program goals
and evaluation strategies across science agencies, which should
then be reflected in future information collection requests.

A report by the National Research
Council (NRC) in 2007 titled, NASAs Elementary and Secondary
Evaluation Program: Review and Critique, recommended that the NASA
Explorer Schools (NES) model be redesigned. The report states that
the original NES model was too ambitious in scope and used too many
resources in too few schools. The report recommended that the new
NES model reach more schools and students, and focus on motivating
students around NASA themes so that they are exposed to and
consider STEM careers.
