The TEA-21 requires the Secretary of
DOT and the Secretary of each appropriate Federal Land management
agency to develop, to the extent appropriate, safety, bridge,
pavement, and congestion management systems for roads funded under
the Federal Lands Highway Program (FLHP). These rulemakings provide
for the development and implementation of the four management
systems for transportation facilities providing access to and
within the National Forests, National Park Service facilities,
National Wildlife Refuge System, Indian Lands, and funded under the
FLHP.
