The Department will provide eligible Public Housing Agencies (PHAs) in Louisiana and Mississippi a template to use for submitting Fungibility Plans for Calendar Year 2007 program funds that will be combined with or "funged" to other program uses to aid families displaced by Hurricanes Katrina and Rita, as authorized by Section 901 of 2006 Emergency Supplemental Appropriations, as extended by 2007 Emergency and Supplemental Appropriations to also include Calendar Year 2007 program funds. The template does not request new information from that required for 2006 submissions, which was spelled out in the Federal Register notice (FR-5067-N-01) published July 28, 2006, which identified the contents of fungibility plan submissions.
The template will be transmitted to PHAs with a PIH notice regarding the extension of FR-5067-N-01 to include Calendar Year 2007 funds authorized for inclusion under Section 901 flexibility by Section 4803 of the U.S. Troop Readiness, Veterans’ Care, Katrina Recovery, and Iraq Accountability Appropriations Act, 2007 (Public Law No. 110-28). Its use will be optional. The use of the template is not expected to increase burden hours. It is anticipated use of the template will aid PHAs in organizing their plan submissions, leading to more complete submissions and better facilitation of HUD reviews. There are currently only eight (8) respondents for Sec. 901 fungibility.
