Revision of Raisin, Walnut, Almond and Date Forms

This change of worksheet addresses minor revisions to four forms currently approved under OMB No. 0581-0178. All of these changes would result in an overall increase in burden of +43.62 burden hours. The revisions and changes in burden (if applicable) are explained below:

Raisin Form RAC-70

In an effort to address the changes to the terms and conditions under the Export Replacement Offer (ERO) Program, the Raisin Administrative Committee (RAC) sends out the RAC-70 form several (approximately six) times a year. A sample circular is being included with this transmission since it accompanies the form. The circular specifies the terms and conditions of the ERO for a specific time period. The voluntary agreement portion of the RAC-70, which includes specific terms and conditions of the ERO program, is also subject to several revisions to coincide with the current terms and conditions of the ERO program for specific time periods.

When the RAC-70 was previously submitted in the information renewal collection under OMB No. 0581-0178, the sample circular was inadvertently omitted. Therefore, we are transmitting a sample circular and the RAC-70 form, which also include a sample voluntary agreement on page 2. Below the voluntary agreement is additional paragraph that the RAC included, and this version is currently in use. There will be an increase in burden of 25.69 burden hours, due to the additional form (circular) that accompanies the RAC-70 form.

Current burden: 23 respondents x 1 response x .083 minutes per response = 1.91

Revised burden: 23 respondents x 6 responses x .20 minutes per response = 27.60 burden hours, or an increase of 25.69 burden hours.

Walnut Form CWB #6:

This form, “Report of Merchantable Walnuts Shipped” is used by handlers to report to the California Walnut Board shipments of merchantable walnuts on a monthly basis. The Board uses this information to formulate marketing policy and check compliance with quality and volume regulations. The Board has modified page 2 of this form, “Shipments by Country of Destination,” by adding the countries of Jordan and Morocco under the sub-heading “Middle East/Africa.” Over 4 million shelled pounds were shipped to Jordan last year, and over 1 million inshell pounds to Morocco. There is no change in burden related to this form modification, since handlers were reporting shipments for those countries under the sub-heading “Other.”

Almond Form, ABC 34

This form, “Application to be Approved as an Accepted User of Inedible Almonds and Almond Waste” is being modified by adding a sentence above the “date and signature line” that reads, “Application is hereby approved for the 20xx-20xx crop year, xx/xx/20xx through xx/xx/20xx, subject to revocation for cause.” The date signed as been revised to show “20xx.”

The “Accepted User Business Data Sheet” has been modified by adding entry lines for a fax number and e-mail address. In addition, the form previously submitted displayed a burden of 5 minutes, instead of 30 minutes. This correction in burden will result in an increase of 17.93 burden hours.

Current burden: 43 respondents x 1 response x .083 minutes per response = 3.57

Revised burden: 43 respondents x 1 responses x .50 minutes per response = 21.50 burden hours, or an increase of 17.93 burden hours.

California Date Form, CDAC-6

This form, “Monthly Report of Acquisition and Disposition of Dates” was modified, through informal rulemaking, to change the date this form is to be submitted to the California Date Administrative Committee, from the 10^th of each month, to the 16^th of each month. A final rule was published in the Federal Register on November 24, 2009, which implemented this change effective November 25, 2009. This change will not impact the burden associated with this form.
