This new reporting requirement
is necessary to provide information to the Federal Reserve to
determine credit rating agencies' eligibility to have their ratings
accepted in the Term Asset-Backed Securities Loan Facility.
On behalf of this Federal agency, I certify that

with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
