(including Internet) order merchants to substantiate any shipment
representation, to notify consumer of and obtain consent for
shipping delays, and to make prompt and full refunds if consumers
exercise the option to cancel their orders.
The change in burden hours is a
reflection of an increase in estimated industry population, and of
an adjustment to compensate for prior inadvertent double-counting
of some direct marketers in the estimated industry population.
