Owners/operators of U.S. vessels used
for fishing for highly migratory species in the Western and Central
Pacific Fisheries Convention(WCPFC) Area (excepting U.S. waters)
would be required to submit to NOAA Fisheries Service information
about the vessels and related information. The information would be
used by the Western and Central Pacific Fisheries (WCPF) Commission
to ensure compliance with its conservation and management measures
and is needed in order for the U.S. to comply with its obligations
under the WCPF Convention.
