Evaluation of USTDA Performance

This evaluation requests information from entities that do business with USTDA. Although responses to the collection of information are voluntary, the information provided by responding to this questionnaire will allow USTDA to better assess the effects that USTDA-funded projects have on U.S. commercial interests and economic development abroad. An Agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless it displays a valid OMB control number with an expiration date that has not expired.

Reasons for collection: As a matter of good management practice, such information is necessary to responsibly carry out Agency responsibilities in monitoring currently active and recently completed activities. Such information is also useful in helping the Agency make decisions on new, proposed activities. Furthermore, the information collection provides USTDA with information that it needs to report to the Office of Management and Budget and Congress.

Planned use: The collected data is primarily for USTDA internal use. USTDA aggregates data (e.g. – total U.S. exports; number of projects with development impacts, etc.) but generally does not publicly report on the details of each project or the results achieved by particular U.S. entities. Aggregated data is normally sufficient for USTDA reporting purposes.

Nature and extent of confidentiality: The information you provide in response to the collection of information will be treated as public, unless you provide a statement to USTDA with a compelling reason why this information should not be made public.

Average Burden: Public reporting burden for this collection of information is estimated to average twenty (20) minutes per response, including time for searching existing data sources, gathering and maintaining the data needed, and responding to the collection of information. 	USTDA GENERAL INTERVIEW QUESTIONS USTDA utilizes the following generalized set of questions to guide interviewers/analysts in preparing for telephone interviews and/or e-mail requests for information. Each interview is unique, and the particular questions used depend on the specific project, the stage the project has reached, and the information that already has been collected.
1	Project Status: What is the current status of the project? Is the project moving forward?
	If yes, describe status of implementation. If no, please describe the nature of the delay in implementation.
2	Effect of Funding on Decision Making: Did the USTDA-funded activity play a positive role in helping the host country project managers make their decisions? Please explain.
3	Project Finance: How is the project being financed?
4	US Company Involvement: Is your company involved? Are other US companies involved? What percentage (%) of the project is going to US firms, including yours?
5	Foreign Company Involvement: Are there foreign firms involved in project implementation? Describe the nature of foreign and/or host country involvement?
6	Project Scale: Do you think the project is being implemented on the same scale as originally planned? If the project is smaller or larger than originally planned, what caused the change in scale?
7	Exports: What has been the total amount of US exports generated by this project? Can you provide details? (company, city, state, export amount, description of products/services, etc.)
7	DEVELOPMENT BENEFITS
7A	Human Capacity Building: How many permanent jobs have been, or are likely to be, created as a result of this project? What is the nature of these jobs (managerial, professional, unskilled)? What sort of training for employees has resulted or will result from this project? How many employees received training? Did the USTDA-funded activity significantly influence the realization of these benefits? Is it likely to?
7B	Productivity Improvement and Technology Transfer: Have project managers purchased any technology licenses or advanced technologies (IT systems, etc.) in order to implement this project? Are they likely to? If so, what is the approximate dollar value of the licenses/technologies? Has the introduction of the new technologies increased the efficiency or productivity of the project? If so, how (quantify if possible)? Have there been any non-technology-related increases in productivity or efficiency as a result of the project? Did the USTDA-funded activity significantly influence the realization of these improvements? Is it likely to?
7C	Market-Oriented Reforms Have new, market-oriented laws/regulations/standards/institutions been created as a result of the USTDA-funded activity? Are there likely to be any? If there have been any market-oriented reforms, what have been the results? Has there been a new private company created or a privatization of a previously state-held enterprise? Has an industry been privatized? What is the current percentage of private ownership in the industry? What are the expected future results? Have reforms resulted in liberalized trade (including reduction of tariff and non-tariff barriers to trade)? If so, what has been the approximate increase in trade as a result? Did the USTDA-funded activity significantly influence the realization of these improvements? Is it likely to?
7D	Other Development Benefits Are there any other possible development benefits of the project (such as increased financial revenue, environmental benefits, etc.)?
8	Other Opportunities Generated Were any additional indirect business opportunities created as a result of this project? What are the details of these opportunities?
9	Closing Questions Was USTDA assistance in this project useful? Are there any likely long-term benefits, exports, new business opportunities or relationships? Are there other sources of information we should contact?
