This Pacific halibut subsistence
fishery program in waters in and off Alaska includes requirements
for registration for rural residents and tribal members to
participate in the fishery, and the identification marking of gear
used in this fishery. This action revises the criteria for rural
residents that live in locations with populations that are too
small to meet the minimum population threshold to be deemed
eligible as community residents, or live outside the legal
boundaries of specified communities. This action is necessary to
allow subsistence halibut fishing opportunities for these affected
rural residents. The registration is for qualified persons to
practice the long-term customary and traditional harvest of Pacific
halibut for food in a non-commercial manner. The gear-marking
requirement aids in enforcement and in actions related to gear
damage or loss.
Although the proposed rule
enlarges the pool of eligible SHARC certificate holders, revised
estimates based on actual percentages applying for certificates
have resulted in significantly lower responses, burden and
cost.
