This information is required for
approval of all FHA Title I lender and Title II mortgagees; issuers
of Ginnie Mae mortgage- backed securities. Additional Information
is then required of all FHA approved Title I lenders and Title II
mortagees to (1) maintain their approval (annual Recertification);
(2) add/delete branches; (3) pay additional fees to FHA for annual
Recertfica- tion, new branches, and business conversions; (4)
report business changes of lender or mortgagee including structure,
addresses, and principal owners and officers; (5) report
non-compliances detected by lender and mortgagee quality control

The Department is seeking emergency review of the Paperwork
Reduction Act requirements contained in the " FHA Lender Approval,
Annual Renewal, Periodic Updates and Required Reports from FHA
Approved Lenders (Request). The Notice of Paperwork Submission
(copy enclosed), proposed for immediate Federal Register
publication, explains the burden of the collection requirements and
invites public comments on them. This is an emergency review of a
revision to information collection 2502-0005 whose expiration date
is 05/31/2012. In compliance with the requirements of 5 CFR
1320.13, this letter requests emergency processing within 14 days
from the date of publication. This emergency processing is
essential to implement statutory changes related to FHA approved
lenders contained in Section 203 of the Helping Families Save
Their Homes Act of 2009 (Public Law 111-22) (the HFSH Act). The
HFSH Act establishes: (1) additional ineligibility criteria for
FHA-approved lenders and mortgagees including any officer, partner,
director, principal, manager, supervisor, loan processor, loan
underwriter, or loan originator of the applicant seeking FHA lender
approval or any currently approved FHA lender; (2) new reporting
requirements if individual employees of the lender are subject to
any sanction or any other administrative action, including if there
is a revocation of a State-issued mortgage loan originator license
issued pursuant to the S.A.F.E. Act; and (3) a new requirement that
FHA lenders must use their business name as registered with FHA in
all of their marketing materials. Thank you for your consideration
