Nonsubstantive Change for FY2010 - Form ACE-2
The Census Bureau plans to increase the Annual Capital Expenditures Survey (ACES) nonemployer sample (Form ACE-2), from 15,000 to 30,000 companies in FY2010. ACES data were first collected from nonemployer businesses in 1997 for survey year 1996 from a sample of 12,000 companies. The sample size was increased to 15,000 companies beginning with the 1999 ACES.
The increase in the nonemployer sample size from 15,000 to 30,000 will allow us to improve the quality and reliability of the estimates, give us a better knowledge base for improving our frame construction, sampling, and estimation, and help other areas within Census to better understand the composition of the nonemployer universe. The universe of in-scope ACES nonemployer cases has grown by over 6 million records in the last five years alone. In addition, nonemployers continue to contribute a small but significant amount of capital expenditures to the total estimate published each year (between 6 and 9 percent in the past 4 survey years).
