An application under the Hague Convention on the Civil Aspects of International Child Abduction enables the applicant to apply for the return of or access to the applicant's child who has been wrongfully removed from or retained outside the child's country of habitual residence and is currently located in a Contracting State. The applicant applies to the U.S. Department of State, the Central Authority in the U.S., and the State Department in turn facilitates the parent's efforts with the foreign Central Authority.
