In response to the Notice of Action issued March 20, 2009, the UIPL clarified the circumstances in which states could make a single application rather than two for the Unemployment Insurance Modernization Incentive Payments program.

In addition, DOL has monitored the burden estimate. That burden was conservatively estimated at eight hours per state. The hour burden per state has remained constant, according to DOL’s experience in monitoring the submissions thus far. However the total burden has been reduced in this submission to account for the fact that the universe of applicants is now smaller.
