This information collection would survey dealers to determine the extent to which dealers have transactions that are not yet put into the NHTSA payment system. The information is needed to determine the amount of money outstanding that is needed to fund the CARS program.

Dear Ms. Achanta: Pursuant to Office of Management and Budget (OMB) procedures established at 5 CFR Part 1320, Controlling Paperwork Burdens on the Public, I ask that the following collection of information, “Consumer Assistance to Recycled and Save (CARS) Program, CARS Dealer Survey,” be processed pursuant to section 1320.13 Emergency processing. I have determined that this information must be collected prior to the expiration of time periods established under Part 1320, and that this information is essential to NHTSA’s mission to implement this Program so that we may conduct a poll of motor vehicle dealers to determine the extent to which the dealers have not yet put into NHTSA’s payment system (known as the CARS Invoice Entry web site), mandatory information about sales transactions under the CARS Program. NHTSA cannot reasonably comply with the normal clearance procedures because the use of normal clearance procedures is reasonably likely to cause NHTSA to miss a statutory deadline established in the Consumer Assistance to Recycle and Save Act. Please approve or disapprove the collection of information by close of business August 3, 2009. As you are aware, NHTSA has taken all practicable steps to consult with the EPA, other agencies, and members of the public in order to minimize the burden of this collection of information.
