Ground control plans are reviewed by MSHA to ensure that surface coal mine operators' methods of controlling highwalls and spoil banks are consistent with prudent engineering design and will ensure safe working conditions for miners.

Although there is approximately the same number of active mines that have ground control plans , there is a sight increase in responses and hours due to an increased number of new and revised plans being submitted to MSHA. The increase in cost is the adjustment from the previous rounding of cost before ROCIS.
