The (CCDF) annual financial reporting
form (ACF-696T) provides a mechanism for Indian Tribes to report
expenditures under the CCDF program. The CCDF program provides
funds to Tribes, as well as States and Territories, to assist
low-income families in obtaining child care so they can work or
attend training/education and to imrpove the quality of care. Data
collected via the ACF-696T allows the ACF to monitor tribal
expenditures. This information collection uses the existing
ACF-696T form but proposes some clarifications to the form's
instructions. Respondents are CCDF tribal grantees.
The American Recovery
and Reinvestment Act (ARRA) of 2009, establishes funds for the
Child Care Development Block Grant (CCDBG) under P.L. 111-5. This
legislation provides up to $2 billion to help States, Territories,
and Tribes in fiscal years 2009 and 2010 for the purpose of
providing child care financial assistance to low income working
families. ARRA recipients are to report ARRA spending and ARRA
performance data to the Federal agency. A single column (Column E)
has been added on the ACF-696 (States and Territories, 0970-0163)
and two columns (Columns (F) and (G)) have been added to the
ACF-696T (Tribal, 0970-0195) Financial Report Forms for separate
reporting of ARRA expenditures and ARRA performance data. The
addition of these columns ensures that all funds provided by the
Recovery Act are clearly distinguishable in all agency financial
systems, business systems and reporting systems. This request is
being made under 5 CFR 1320.13 based on an unanticipated event.
