Grantees who receive ARRA funding for
projects must report on the status and progress of their projects
and activities with respect to compliance with the National
Environmental Policy Act (NEPA) requirements and documentation. HUD
will consolidate and transmit the information received from
grantees to the Council on Environmental Quality and OMB for the
Administration's reports to the House and Senate committees
designated in the legislation.
Ms. Kimberly P. Nelson
OMB Desk Officer Office of Management and Budget New Executive
Office Building Washington, DC 20503 Dear Ms. Nelson: The
Department is seeking emergency review of the Paperwork Reduction
Act requirements associated with the attached form to be used by
grantees for responding to the information collection mandated by
Section 1609(c) of the American Recovery and Reinvestment Act of
2009 (the Recovery Act or ARRA) signed into law by President Obama
on February 17, 2009. Section 1609(c) requires HUD grantees who
receive funding under the Recovery Act to report on the status and
progress of their projects and activities with respect to
compliance with the National Environmental Policy Act requirements
and documentation. This emergency processing request is essential
to expedite Sec. 1609(c) data collection immediately every 90 days
following the date of enactment until September 30, 2010 as
required by law. In compliance with the requirements of 5 CFR
1320.13, this letter requests emergency processing within 14 days
from the date of publication. The Notice of Submission of Proposed
Information Collection to OMB; Emergency Comment Request (copy
enclosed) proposed for immediate Federal Register publication
explains the burden of the collection requirements and invites
public comments on them. This is a new information collection. The
Council on Environmental Quality (CEQ) has provided to heads of
federal departments and agencies a reporting framework (copy
enclosed) for implementation of Section 1609(c). As a temporary
stop-gap solution, HUD will use an inexpensive web service called
SurveyMonkey.com to collect NEPA compliance data from ARRA grantees
until HUD puts into place a system called RAMPS (Recovery Act
Management Performance System). Due to the high priority nature of
Sec.1609(c) NEPA reporting authorized under the Recovery Act, HUD
is requesting emergency processing of the attached Paperwork
Reduction Act submission. Thank you for your consideration and
assistance. Sincerely, Nelson R. Bregón General Deputy Assistant
Secretary Enclosures Form HUD NEPA ARRA Section 1609(c) reporting
