During FY09 and FY10, the Volcano
Hazards Program (VHP) will provide funding under the American
Recovery and Reinvestment Act (ARRA) for improvement of volcano and
other monitoring systems and other monitoring-related activities
that contribute to mitigation of volcano hazards. This collection
of information is sufficient and relevant to evaluate and select
proposals for funding under the VHP. We will accept proposals from
State geological surveys and academic institutions requesting funds
to assist in the monitoring of active volcanoes and to conduct
volcano-related research. Financial assistance will be awarded on a
competitive basis following the evaluation and ranking of State and
academic applications by a review panel composed of representatives
from the USGS and the private sector.
The USGS requests an
emergency clearance for the Volcano Hazards Program (VHP). About
half of the USGS Volcano Monitoring project consists of cooperative
agreements awarded through the American Recovery and Reinvestment
Act cooperative agreement program (part of ARRA Project RA02-00V)
and a process of open competition. The USGS feels that expediting
the normal PRA process and making stimulus funds available more
quickly are justifiable in this situation, and follows the spirit
of the Recovery Act.
