This collection of information will be
used to monitor sample shipments of chemical weapon precursors in
order to facilitate and enforce provisions of the EAR that permit
limited export of sample shipments without a validated export
license. The reports will be reviewed by the Bureau of Industry and
Security to monitor quantities and patterns of shipments that might
indicate circumvention of the regulation by entities seeking to
acquire chemicals for chemical weapons purposes.
