This collection
is approved with the following terms of clearance: RATB is approved
an emergency clearance to meet American Reinvestment Recovery Act
(ARRA) requirements. This collection will be valid for six months.
If RATB decides to continue use of the collection past the approved
emergency request clearance time period, it must resubmit to OMB
under the normal PRA clearance process for a three-year
approval.

"Section 1512 Data Standards" for
Reports that will be submitted by recipients of grants, cooperative
agreements, and loans and their subrecipients/subcontractors in
compliance with Section 1512 of the American Recovery and
Reinvestment Act of 2009, Public Law 111-5.
This is an emergency
processing in accordance with the PRA. The first statutory
reporting date for recipients to report information required under
Section 1512 of the American Recovery and Reinvestment Act of 2009
(Public Law 111-5) is October 10, 2009. Recipients and agencies
must know the data standards immediately so they can prepare to
collect and report the Section 1512 data and information. Also, the
system developers must have final standards to develop requirements
for a centralized reporting solution, which must be ready months
prior to the October 10 date.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
