Government contracts must list all foreign end products and FTA
country end products they propose to sell to the Government in
order for contracting officers to evaluate offers properly giving
preference to domestic and FTA contry end products over end
products.

- A determination by the Office of Federal Procurement Policy to
waive the Buy American Act (41 U.S.C. 10a and 10b) component test
for Commercial-Off-The-Shelf (COTS) items slightly reduced the
reporting burden.
