In response to Title XII of the
American Recovery and Reinvestment Act of 2009, HUD is collecting
information from eligible grantees (States, metropolitan cities,
urban counties and territories) to ensure that statutory
requirements are satisfied prior to grant agreement and release of
funds regarding the distribution and administration of funds and
the monitoring and oversight of the funds by the grantee of
sub-grantees. The information collected will also ensure that grant
recipients are coordinating with already established community
homelessness resources and following its citizen participation and
public comment plan prior to submission of the information to
HUD.

Department is seeking emergency review of the Paperwork Reduction
Act requirements contained in the Homelessness Prevention and
Rapid Re-Housing Program (HPRP) Substantial Amendment Form
(Request). The Notice of Paperwork Submission (copy enclosed),
proposed for immediate Federal Register publication, explains the
burden of the collection requirements and invites public comments
on them. This program is a new collection in response to the
American Recovery and Reinvestment Act of 2009, which authorized
$1.5 billion for the provision of short-term or medium-term rental
assistance, housing relocation and stabilization services, and
other appropriate activities for homelessness prevention and the
rapid re-housing of persons who have become homeless. The
information collection will allow the Department of Housing and
Urban Development to ensure that eligible grantees meet statutory
requirements, as defined in Title XII of the Act, prior to grant
agreement. The emergency processing is requested due to the
American Recovery and Reinvestment Act of 2009, which requires
that the Department publish a Notice within 30 days of enactment to
establish requirements necessary to carry out the provisions of the
Act. This form must be available to all eligible grantees at the
time of the publication of the Notice. In compliance with the
requirements of 5 CFR 1320.13, this letter requests emergency
processing within 7 days from the date of the Federal Register
publication of the Notice of Submission of Proposed Information
Collection to OMB. This emergency processing is essential to
provide much needed funding for projects serving Americas most

The Recovery Act authorized
$1.5 billion for the provision of the following activities:
short-term or medium-term rental assistance; housing relocation and
stabilization services (including housing search, mediation or
outreach to property owners, credit repair, security or utility
deposits, utility payments, rental assistance for a final month at
a location, moving cost assistance, and case management); or other
appropriate activities for homeless prevention and rapid re-housing
of persons who have become homeless. The Department will distribute
these funds, as required by law, to States, metropolitan cities,
urban counties and territories who receive greater than $500,000,
based upon the formula authorized by Section 413 of Title IV,
Subtitle B of the McKinney-Vento Homeless Assistance Act. This
approval request is so HUD can ensure that prior to grant
agreement, eligible grantees meet requirements of the Homelessness
Prevention Fund, hereafter referred to as the Homelessness
Prevention and Rapid Re-Housing Program (HPRP). A form requires
respondents to provide data in the following categories: (1)
distribution and administration of funds (including oversight of
subgrantees who receive grant funds); (2) summary of
legally-required citizen comments; (3) collaboration and (including
coordination of these funds with community resources that already
provide assistance to persons who are homeless or at-risk of
homelessness); and (4) estimated budget.
