This collection is required to be filed by Class I railroads (currently seven), which have revenues in excess of 250 million dollars, pursuant to 49 U.S.C. 11164. Reports are used to monitor and assess railroad industry growth and operations, detect changes in carrier financial stability (including the need to issue temporary emergency service orders), and to identify trends that may affect national transportaton policy.
