Other change** Questions 2 and 3 related to indirect cost on the ED 524 now ask that the applicant provide its negotiated indirect cost rate (see question 2), and for restricted rate programs, the negotiated restricted rate (see question 3). Information has also been added to the “Indirect Cost Information” section of the “Instructions for ED 524.” The added information updates the instructions to reflect consistency with final regulations published in the Federal Register on December 7, 2007, which became effective on January 7, 2008. The final regulations specify the rate at which grantees can recover indirect costs during a temporary period when the grantee does not have an indirect cost rate recognized by the Federal Government, and establishes procedural requirements regarding indirect cost rates. These changes do not result in changes to burden hours. No other changes are being made to the ED 524 (OMB Control Number 1894-0008).
