The variables described in this document parallel the PNDP Common Data Elements.
Missing values should be coded as follows, according to whether the variable has a length of 1, 2,
or 3 digits, or is a date. Because these values apply to all variables, the values are not included in
the variable ranges listed in the following dictionary.

of upload, but that may become available in the next quarter.
