agree that the use of the Internet panel for this study will not
yield nationally representative results or precise estimates of the
population. However, the use of the Internet panel does provide
strong internal validity for comparisons of the different
treatments. FTC will appropriately qualify the results from this
research.

The FTC plans to conduct a consumer
research study to evaluate alternatives to the current disclosures
required for most consumer lamp (i.e., light bulb) products. The
Commission is examining the effectiveness of current light bulb
package labeling as directed by Congress, and is statutorily
required to complete a rulemaking in this regard by June 2010. This
study will help inform the rulemaking.

This study constitutes a new
data collection for which FTC staff estimates a cumulative burden
of 2,971 hours. This reflects the time for pretesting, screener
questions, and the ensuing full sampling of survey
respondents.
