FEDERAL SUBSISTENCE REGIONAL ADVISORY COUNCIL MEMBERSHIP
APPLICATION/NOMINATION
General Information
The Federal Subsistence Board is accepting membership applications through _____________,
for the 10 Federal Subsistence Regional Advisory Councils. The Regional Advisory Councils
provide advice and recommendations to the Board, concerning subsistence hunting, trapping and
fishing issues on Federal public lands. Membership on the councils is one way for the public to
become involved in the Federal regulatory process. Each Regional council has either 10 or 13
members. The membership of a Council includes subsistence use and sport/commercial use
representatives. Regional Advisory Council members are usually appointed to 3-year terms.
The Regional Advisory Councils meet at least twice a year, usually in October and February.
While Regional Advisory Council members are not provided compensation for their volunteer
service, their transportation and lodging are pre-paid and per diem is provided for food and other
expenses under Federal travel guidelines.

Subsistence Board as their recommendations carry a great deal of weight in decisions regarding
subsistence," says Mitch Demientieff, former Board Chair.
Membership Criteria – Who Qualifies?
•
Resident of the region member represents
•
Knowledge of the region’s fish and wildlife resources
•
Knowledge of the region’s subsistence uses, customs, and traditions
•
Knowledge of the region’s recreational/sport, commercial, and other uses
•
Leadership and experience with local and regional organizations
•
Ability to communicate effectively
•
Willing to travel to attend two or more Regional Advisory Council meetings each year
(usually in October and February) and occasionally attend (or teleconference) Federal
Subsistence Board meetings
Council Responsibilities:
•
Review and make recommendations to the Federal Subsistence Board on proposals for
regulations, policies, management plans, and other subsistence related issues on Federal
public lands within the region;
•
Develop proposals pertaining to the subsistence harvest of fish and wildlife; review
proposals others submit;
•
Encourage and promote local participation in the decisionmaking process affecting
subsistence harvests on Federal public lands;
•
Make recommendations on customary and traditional use determinations of subsistence
resources; and
•
Appoint members to national park subsistence resource commissions.
Federal Subsistence Regional Coordinators
Federal Subsistence Regional Coordinators facilitate communication between the Regional
Advisory Councils and the Federal Subsistence Board. These Coordinators serve as contacts for
the councils, Federal agencies, and the public.

Federal Subsistence Board
The Federal Subsistence Board oversees the Federal Subsistence Management Program. The
Board members are the Alaska directors of the USFWS, NPS, BLM, BIA, and USDA Forest
Service. The Board’s chair is a representative of the Secretary of the Interior. Federal
Subsistence Regional Advisory Councils and State of Alaska representatives play active roles in
Board deliberations.
