Some of the information is needed to assure compliance with Cargo Preference Act requirements & provide exceptions when justified; explanation of price adjustments are used to assure that funds are properly credits & Host Countries are notified of the adjustments; & documentation requirements justify the payment of U.S. government funds for specific shipments. The information requirements are imposed on suppliers of commodities & commodity related services, and the information in 201.51 is requested from banks holding letters of commitment from USAID under which they pay suppliers and receive reimbursement from USAID.
