Abstract: Respondents provide MMS with information that lets MMS decide whether the granting of a royalty relief request will result in the ultimate production of resources that would not be produced without relief. The application must contain sufficient financial, economic, reservoir, geologic and geophysical, production and engineering information to determine whether the decision to grant relief will result in ultimate increase in resource recovery, augment receipts to the Federal Treasury, and provide for reasonable returns on project investments.

Short Statement: As of December 18, 2008, the final rule for 30 CFR parts 203 and 260 became effective (73 FR 69490, November 18, 2008). The rule collection (1010-0173, expiration August 31, 2010) consists of three burden hours relating to 30 CFR part 203. The MMS is, therefore, consolidating the burden hours into OMB Control Number 1010-0071 (expiration December 31, 2009). After OMB approves the consolidation, MMS will discontinue 1010-0173.
