Justification for Non-Substantive Changes to the Collection
SSA is planning to modify the Internet and Electronic Disability Collect System (EDCS) screens for the SSA-3820 to include questions claims representatives (CRs) will ask when the claimant alleges cancer. EDCS is the gateway to the Electronic Folder (EF), and houses an electronic version of the SSA‑3820. The EF begins with the Field Offices as they collect all disability and medical source information and record it into EDCS.
The additional questions will prompt CRs to obtain type and stages of cancer, merely clarifying the illness claimed in Section 3, A of the collection instrument. Clarifying the type and stage of cancer will allow EDCS to flag these cases for fast-tracked initial decisions. The EDCS flag will assist SSA in determining whether the claimant’s cancer qualifies for a fast-tracked initial decision, resulting in expedited processing. Even if the claimant’s cancer does not qualify for a fast-tracked initial decision, the answer to these two questions will greatly assist adjudicators in determining the claim. SSA expects very little time to ask and answer these questions, but great benefit for the claimants and DDS adjudicators.
