The information will be used by the EPA to identify HMIWI subject to the emission guidelines and ensure that the guidelines are being met. Records and reports are necessary to enable the EPA to identify facilities that may not be in compliance with the guidelines. Based on reported information, EPA will decidde which facilities should be inspected and what records or units should be inspected at the facilities. The records that facilities maintain will indicate to EPA whether facility personnel are operating and maintaining the equipment properly. Recordkeeping and reporting requirements associated with the current emission guidelines are approved by OMB under OMB Control Number 2060-0422 (EPA ICR number 1899.04).

The reduction in labor burden from the most currently approved requirements is primarily due to a reduction in the number of respondents, burden items, and hours. The ongoing recordkeeping requirements for co-fired combustors and incinerators burning only pathological, low-level radioactive, and/or chemotherapeutic waste have been omitted. However, the resulting reduction in labor costs is more than offset by the increase in annual capital/startup and O&M costs, which is a result of the increased monitoring and testing activity that would be necessary uner the current propsed revisions to the emission guidelines.
