Other change** OMB approved this collection on 12/12/2008. However, the Discharge Application: Total and Permanent Disability that was approved did not include minor changes that are needed based on comments received from the National Council of Higher Education Loan Programs (NCHELP) and the National Consumer Law Center (NCLC) during the 30-day public comment period that ended on 12/08/2008. The U.S. Department of Education is now requesting approval to make these additional minor changes. The additional changes to the discharge application that was approved on 12/12/2008 are explained in two documents accompanying this 83-C that include the comments from NCHELP and the NCLC, together with the Department’s responses to those comments. An updated version of the      discharge application showing the additional changes is also attached.
