OMB notes that the prior Notice of Action (Dec. 11, 2008) related to this ICR called for submission of a Supporting Statement B, to include information about statistical methods. Following discussions with FEMA, it is now understood that FEMA intends to contact all Emergency Operations Centers (EOCs) within a roughly three-year period. The 1,932 annual respondents identified in the information collection request are a rotating annual subset of the EOCs to be contacted by FEMA across the three-year approval period. OMB further notes that FEMA is not to generalize from the data collected separately in Years 1, 2 or 3, recognizing that the 1,932 EOCs selected for contact annually do NOT represent a statistically valid sample of all EOCs. For that same reason, reporting on data derived from Years 1, 2 or 3 should not be compared as equivalent samples. The final reporting after Year 3 (or once all EOCs have been contacted) is the sole reporting based on this ICR that can be considered representative of all EOCs.

FEMA will be conducting an inventory, evaluation and assessment of the capabilities of Federal, State, local, and tribal government alert and warning systems. The IPAWS Inventory and Evaluation Survey will collect data that will facilitate the integration of public alert and warning systems. It will also reduce Federal planning costs by leveraging existing State systems.
