Based on an extract of data sent by SSA in November 2007, we determined that the 53 largest MSAs would provide a minimum sample of beneficiaries per site (35 beneficiaries) and provide a sufficient pool of eligible SSDI beneficiaries to meet the projected sample size requirements for the demonstration. Table A.1 shows the selected sites and expected sample size in each site.

Notes: The estimated number of new SSDI beneficiaries who meet the AB demonstration eligibility criteria are based on a November 2007 SSA administrative file of new SSDI beneficiaries who became eligible in the most recent month, meet AB eligibility requirements, and reside in one of the 53 selected MSAs. The November extract included all SSDI beneficiaries, including stock cases (i.e., those who were eligible prior to November) and flow cases (i.e., those who became eligible in the prior month). We based our projections on the flow cases needed each month. In addition, we developed an assumption for the number of flow cases that would exist in each site in the November file based on the relative proportion of stock and flow cases in Phase 1.
Effective July 2008, we ended recruitment in the Boston MA-NH MSA because of the state’s requirement that all residents have health insurance. Effective September 2008, we ended recruitment in the Buffalo- Niagara Falls, NY MSA where insurance rates were higher than expected, resulting in too few eligible beneficiaries and participants in this site.
