of full compliance with GPEA. (Currently while the collection can
be completed electronically, it cannot be submitted

helps the Coast Guard to determine a vessel's tonnage. Tonnage in
turn helps to determine licensing, inspection, safety requirements,
and operating fees. Respondents are owners of vessels.
