STOP Subgrantee Annual Report Draft Revisions
New or Revised Data to be collected beginning January 1, 2008 for the January-December 2008 report, to be submitted by March 30, 2009
GENERAL INFORMATION
A1. Type of funded organization/faith-based/culturally-specific
Subgrantees will be asked to identify only one category that best describes the funded organization, whether that organization is faith-based, and whether it is a culturally-specific community-based organization.
A2. Staff information
Three new categories of funded staff have been added:
Investigator (prosecution-based)
Sexual assault nurse examiner/sexual assault forensic examiner
Translator/interpreter
People trained
The following new categories have been added:
Educators
Military command staff
Translators/interpreters
D. VICTIM SERVICES
Number of secondary victims served
Subgrantees will now be able to report the number of secondary victims who received services during the current reporting period. They will report those secondary victims in the categories of sexual assault, domestic violence/dating violence, or stalking, to correspond to the victimization of the primary victim.
Demographics of primary victims
The age category 0-17 will now be 13-17. Subgrantees will not be able to report primary victims in the age category 0-12.
Types of victim services
Two new categories have been added: language services (interpretation and translation); and transportation.
Hotline/information/referral services
Hotline calls will now be reported in a separate question. (Formerly they were included in Question 25, Victim Services.) All calls received from victims, as well as total calls, whether or not they were made by victims, will be reported. Only victims receiving at least one other service, to be reported in the victim services and/or shelter services questions on the reporting form, will be counted as victims served.
Victim witness notification/outreach to victims
It will now be possible for subgrantees to report victim witness notification and outreach activities. (Formerly it was only possible to refer to these activities in the narrative.) These are unsolicited phone calls, letters, or visits typically generated by governmental advocates, in response to specific incidents of domestic violence/dating violence, sexual assault, or stalking. These activities may or may not result in services to the victims. Only when the victim does request or accept services would the victim be reported as served in Question 21.
E. CRMINAL JUSTICE
Victims referred to victim services
Law enforcement, prosecution, court, and probation subgrantees will now be able to report the number of victims they have referred to victim services, governmental and non-governmental.
Law enforcement activities
It is now possible for law enforcement subgrantees to report whether their activities involved cases or incidents of sexual assault, domestic violence, or stalking. (Formerly they were not able to categorize their activities in this way. An additional category for reporting the processing of rape kits has been added.
Prosecution
All data reported by prosecution subgrantees will now be based on cases rather than charges.
A new question asks for the reasons cases were declined for prosecution.
Court
All data reported by court subgrantees will now be based on cases rather than charges.
BIP
A section for reporting on BIP activities has been added.
F. NARRATIVE
Optional focused narrative questions
At the end of most of the sections of the form there will be an optional narrative question that gives subgrantees the opportunity to provide additional information regarding that particular activity area. Following is an example from the training section:
Use the space below to discuss the effectiveness of your training activities and to provide any additional information you would like to share about your training activities beyond what you have provided in the data above. Examples might include a reduction in dual arrest rates following training provided on identifying the predominant aggressor; improved system response to victims with disabilities following a multidisciplinary training provided to advocates, law enforcement, and prosecution agencies on issues specific to victims with disabilities.

Optional data clarification question
A final question allows subgrantees to provide additional information to explain and clarify the data contained in the reporting form.
