The Fostering Connections to Success
and Increasing Adoptions Act of 2008 (PL 110-351) added section
479B to the Social Security Act which allows Indian Tribes to apply
to receive Federal funding to support administration of their own
foster care, adoption assistance and relative guardianship programs
under title IV-E. To plan for the review of the Tribal plans and
plan technical assistance ACF is asking all Tribes to submit a
letter of intent if they plan to operate a title IV-E
program.
Based on statute,
establishes requirment to allow fy 2009 funds to be used by tribes
to plan IV-E program and implement program by 2010. This was
approved by OMB 11/10/2008.
