This application will be used to
request participation in the Treasury Capital Purchase Program
(CPP). Under the CPP, the U.S. Department of the Treasury Treasury
may purchase qualifying capital in U.S. banking organizations. The
CPP is available to bank holding companies, financial holding
companies, insured depository institutions and savings and loan
holding companies that engage solely or predominately in activities
that are permissible for financial holding companies under relevant
law. To qualify, the applicant must be established and operating in
the United States and may not be controlled by a foreign bank or

The Department of the
Treasury requests emergency approval of the collection of
information contained in the Capital Purchase Program (CPP)
application form to be used by the federal banking agencies and the
Treasury. The collection of information is needed to fulfill
Treasurys responsibilities under the Emergency Economic
Stabilization Act (EESA) of 2008 (Public Law 110-343; approved
October 3, 2008). Treasury cannot reasonably comply with the normal
clearance procedures under 5 C.F.R. Part 1320 because of the
current turmoil in the financial markets and the immediate need for
this application.
