The purposes of the survey are to collect information and produce periodic reports about the operational status of U.S. natural gas processing plants to improve public understanding of their production capacities and operating levels as well as to monitor constraints resulting from natural gas supply emergencies. The survey consists of Schedule A “Baseline Report,” a census which will be used to collect baseline operational information on all U.S. natural gas processing plants. Schedule A will collect as frequently as every three years and the information will be used for periodic reports on the plants as well as to develop the survey frame for Schedule B “Emergency Status Report”. In the event of a natural gas supply emergency, Schedule B will collect information about operating levels, damage and recovery of operations.

Burden increase is due to this ICR being a new survey. The nonsubstantive change was added due to Activating Schedule B on 9-23-2008 due to exogent circumstances occuring from Hurricane Ike. The increase of 1.027 hours was calculated as follows: 25 respondents x 1.5 hours per response = 37.5 hours. 37.5 hours x 10 days of reporting = 375 hours. 375 hours / 365 days in one year (for annual hour increase) = 1.027 hours per year.
