Based on the change in the Higher Education Extension Act of 2006Opportunity Act of 2008 (Pub.L.109-292110-315), we are required to modifyincludeinclude the current GAANN application package. The Higher Education Opportunity Act calls for amending section 711 (a)(1) and section 712 (a) of the GAANN statute by inserting “including a master’s or doctoral degree,” after “leading to a graduate degree.”
This change will clearly define what constitutes a graduate degree. Previously, the GAANN program only permitted doctoral programs to apply for a GAANN grant award. However, the newly adopted language will make it clear that both master’s degree and doctoral degree granting programs will be eligible to apply for a GAANN grant. The GAANN application package has been modified to reflect this change. : three additional activities to the currently active International Research and Studies application. These activities are:
SEC. 703. GRADUATE ASSISTANCE IN AREAS OF NATIONAL NEED. (e) TECHNICAL AMENDMENTS.—Subpart 2 of part A of title VII (as amended by this section) (20 U.S.C. 113 et seq.) is amended to include wording about Master’s and doctoral degrees — (1) in section 711(a)(1) (20 U.S.C. 1135(a)(1)), to read: ' IN GENERAL - The Secretary shall make grants to academic departments, programs and other academic units of institutions of higher education that provide courses of study leading to a graduate degree, including a master’s or doctoral degree in order to enable such institutions to provide assistance to graduate students in accordance with this subpart. (2) in section 712(a) (20 U.S.C. 1135a(a)), to read ' ELIGIBILITY CRITERIA - Any academic department, program or unit of an institution of higher education that offers a program of post baccalaureate study leading to a graduate degree, including a master’s degree in an area of national need (as designated under subsection (b)) may apply for a grant under this subpart. No department, program or unit shall be eligible for a grant unless the program of post baccalaureate study has been in existence for at least 4 years at the time of application for assistance under this subpart
The burden hours will remain the same once this change has been included in the application package. Section 605(a)(20 U.S.C. 1125(a)) (10) Evaluation of the extent to which programs assisted under this title reflect diverse perspectives and a wide range of views and generate debate on world regions and international affairs, as described in the grantee’s application; (11) The systematic collection, analysis, and dissemination of data that contribute to achieving the purpose of this part; and (12) Support for programs or activities to make data collected, analyzed, or disseminated under this section publicly available and easy to understand. These changes in the statute do not include activities that would increase the are optional burden hours.for applicants and therefore the burden is not increased.
effective September 30, 2006, the low-income requirement for Hispanic Students (Section 502(a)), in determining program eligibility has been eliminated. The HEA change also requires that institutions report their undergraduate Hispanic FTE percent at the end of the award year immediately preceding the date of application. As a result, the Program Profile form in the HSI application package needs to be modified accordingly, .so that staff can use this approved collection for the upcoming 2007 competition.
