consistent with federal agency incentive standards. A pilot test
will be conducted with fewer than nine participants. If any

are revised as a result of the pilot, the agency will submit a
revised package for OMB approval. Page 11 of the participant survey
will be revised to place the existing ethnicity question before the
existing race question.

This study is designed to evaluate the
impacts that the regulatory changes to WIC food packages have on
the incidence, duration and intensity of breastfeeding.
