This report collects information from
depository institutions (other than U.S. branches and agencies of
foreign banks and Edge and agreement corporations) that are fully
exempt from reserve requirements under the Garn-St. Germain
Depository Institutions Act of 1982. This mandatory report is used
by the Federal Reserve for administering Regulation D (Reserve
Requirements of Depository Institutions) and for constructing,
analyzing, and controlling the monetary and reserve
aggregates.
The reduction in burden is
associated with a change to the commercial bank Consolidated
Reports of Condition (FFIEC 031 and 041; OMB No. 7100-0036), the
Thrift Financial Report (OTS 1313; OMB No. 1550-0023), and the
Statement of Financial Condition (NCUA 5300/5300SF; OMB No.
3133-0004). During the 2006 renewal of the Reports of Deposits, the
FR 2910a data item 1, Total Deposits, was revised to Total
Transaction Accounts, Savings Deposits, and Small Time Deposits.
The Federal Reserve estimated that it would be more time consuming
for federally chartered savings banks, savings and loan
institutions, and credit unions to submit data on their FR 2910a
reports because, at the time, these institutions were not required
to calculate small and large time deposits data for their
respective Call Reports. However, by March 2007, all Call Reports
required the submission of total and large time deposits data.
Therefore, a higher burden calculation for federally chartered
savings banks, savings and loan institutions, and credit unions is
no longer necessary. The estimated time per response for the 3,388
federally chartered savings banks, savings and loan institutions,
and credit unions has been reduced from 1 hour to 45 minutes to
align with the estimated time per response for the remaining FR
2910a reporters.
