NCES and OMB agree on the importance in this specific context of obtaining additional responses in order to have sufficient sample to evaluate various experimental results. Therefore, NCES and OMB have agreed to increase the incentive by $10 to $40 per remaining non-respondent. Because of the unique composition of this sample and the lack of an experimental design, NCES and OMB agree that these field test results are not a precedent and are not informative evidence for using larger incentives for nonrespondents in the full scale BPS survey or other NCES surveys.

The 2004-09 Beginning Postsecondary Students Longitudinal Study (BPS:04/09) is being conducted to continue the series of longitudinal collection efforts started in 1990 with the National Postsecondary Students Aid Study to enhance knowledge concerning progress and persistence in postsecondary education for new entrants. The study will address issues such as progress, persistence, and completion of postsecondary education programs, entry into the workforce, the relationship between experiences during postsecondary education and various societal and personal outcomes, and returns to the individual and to society on the investment in postsecondary education.
