The Administration for Children and Families (ACF), Office of Child Support (ACSE) has prepared a proposed rule that would enable Tribes and Tribal organizations operating a comprehensive Tribal Child Support Enforcement program under Title IV-D of the Social Security Act (the Act) to apply for and receive direct Federal funding for a Computerized Tribal IV-D System and other automated data processing systems. The proposed rule, which is the reason for the increased burden, would require that in order to receive funding for installation and enhancement of a Computerized IV-D System, a Tribe and Tribal organizational must submit an Advance Planning Document (APD. ACF (OCSE) uses the APD process to help meet its fiduciary responsibility to ensure that the costs associated with Computerized Tribal IV-D Systems are reasonable and necessary. ACF/OCSE currently uses the APD process to collect information from State IV-D agencies. As with the State APDs, this Information Collection Request (ICR) would address key factors such as project cost, projected budget, risk, resources, and project schedule and milestones. As of April 22, 2008, there are 16 Comprehensive Tribal IV-D Agencies which would be eligible to submit an APD to request Federal financial participation in the costs of installation and enhancement of a Computerized Tribal IV-D System. ACF/ACSE expects that the number of Comprehensive Tribal IV-D Agencies will increase by five each year over the next several years.
