DOD will provide statistical method reports to address sampling, weighting, and non-response rate issues on the “2008 Post-Election Survey of Overseas and Post-Election Survey of Local Election Officials.” In addition, DOD will coordinate efforts to identify overlap with their “Post-Election Survey of Overseas and Post-Election Survey of Local Election Officials,” and the Election Assistance Commission’s subsequent “Election Administration & Voting Survey” to avoid duplicative efforts.

Under 42 USC 1973ff, a post-election survey of overseas citizens (not affiliated with the Federal Government) and local election officials is required. A report then goes to the President and the Congress by the end of each year after a Presidential election on the effectiveness of assistance of the Federal Voting Assistance Program, including a statistical analysis of voter participation and a description of state-Federal cooperation.

Re-estimate of number of respondent. Changes in surveys. In the Overseas Citizens Survey, added questions 10-12. These questions were added for consistency with questions on the American National Election Survey (ANES). On the Local Election Officials surveys, there are some changes in the instructions and changes were made to questions 31 and 33.
