C-411 Survey Responses
Seven jurisdictions were contacted to obtain their views on the availability of information
being collected on the C-411 form. Each survey respondent was asked questions relating to the
difficulty, relevancy, and timeliness of completing the form.
All of the survey respondents thought the survey was easy to complete. Six of the seven
respondents stated that there was nothing on the survey they didn’t understand. Shari Ginther of
Benton County, Kennewick, WA, stated that the wording in section 3A was very confusing
because of the amount of options to choose regarding geographic coverage. All respondents
claimed that it took anywhere from 5 to 45 minutes to complete the survey. All respondents
stated that not much research was needed to complete the form and they previously had
knowledge of the questions that were being asked. The only question that each respondent said
they had to research was section 4C, which asked them to provide the new number of housing
units for the previous year. All the respondents thought the survey was relevant.
Elaine Jardine of Tioga County, Owega, NY, stated that the form should not be sent to
counties in upstate New York, due to the fact that there are not many unincorporated areas. She
feels that there is no relevance in determining the geographic coverage of buildings permits when
numerous counties in New York are similar and covered by each individual place.
Overall, each respondent found the form somewhat easy to complete with minimal errors
and confusion.
