This information collection is being
revised due to a NPRM entitled Commercial Driver's License Testing
and Commercial Learner's Permit Standards," which would provide
uniform procedures for ensuring that the applicant has the
appropriate knowledge and skills to operate a commercial motor
vehicle. It would also establish the minimum information that must
be on the CPL document and the electronic driver's record in CDLIS,
and establish maximum issuance and renewal periods for the CLP and
CDL.

This NPRM will result in an
estimated program change increase of 28,790 annual burden hours
[1,420,246 proposed hours - 1,391,456 approved hours = 28,790] for
the knowledge and skills examiner certification requirements during
the first 3 years. The program change increase of $4,114,667 is due
to a one-time start up cost for the jurisdictions to modify their
computer systems and provide initial examiner training.
