This is an existing information
collection. The decrease in costs to respondents is due to
elimination of the need to photocopy the application form plus
supporting documents as well as the postage cost of submitting the
entire package. The savings in time is due to the elimination of
the need to complete, and/or correct the application form by hand
and the ability to submit the complete application with one
keystroke versus the former need to gather and package the paper
application and then prepare it and deliver it for mail or courier
submission.
