Terms of Clearance


This ICR is approved consistent with the revised supporting statement and 9-26-07 memo.  SSA agrees that it is inappropriate to generalize the impacts that a hypothetical nationwide YTD program might have on all youth who are receiving SSI disability benefits or are at risk of receiving them, from the statistical results of this study.  SSA shall also report in the ICB that 1,937 hours worth of information (1,728 for the baseline survey and 209 for the consent form) were collected in violation of the PRA.

 

In compliance with the Terms of Clearance placed on 0960-0687, SSA revised the Supporting Statement consistent with the 9-26-07 memo.  SSA agrees with OMB that it is inappropriate to generalize the impacts that a hypothetical nationwide YTD program might have on all youth who are receiving SSI disability benefits or are at risk of receiving them, from the statistical results of this study.  Finally, SSA reported the 1,937 hours worth of information that were collected in violation of the PRA in the most recent ICB which was sent to OMB on 3/18/07.


Revision to the Collection Instrument


This change requests the addition of 100 hours of burden to conduct 240 25-minute semi-structured in-depth interviews. The in-depth interviews are intended to supplement data that were collected during the 12-month interviews cleared under 0960-0687. There was no change to that or any other previously approved document. Though general information on service utilization is available from the 12-month interview, there was concern expressed by our Technical Working Group (TWG) that the information would not be sufficiently detailed or complete to fully inform the cost analysis. This addition will provide for more precise cost estimates. Twenty treatment and 20 control youth (40 total) from each random assignment site will be selected to participate based on the level of service utilization reported on the 12-month follow-up survey: low, moderate, and high service use. The telephone interviews will be free form, with a general topic guide to help the interviewer guide the conversation. Probes will be used to solicit the detailed service utilization information needed to inform the cost analysis. There is no previous version of the instrument so no procedures for disposal are necessary.


Justification for Resubmission of the Collection within One Year of OMB Approval


As mentioned above, our TWG recommended a methodology for collecting in-depth service utilization data for the treatment and control group just after we submitted the package for OMB clearance. Had we waited for renewal, we would not have been able to collect this important information in a salient, timely manner.
